Ok, here's my comments:

1. Good connection and overall layout
2. I think we need a section for notes - perhaps at the bottom using <small>? Just to explain things, ask for comments, and let people know about things...

1 - Yes we can make a note, asking users to comment and im sure other users will ignore it.

2 - Theres nothing to explain - its pretty straight forward.

3 - The announcements section is exactly for letting people know about things.

Looking at past editor's notes they contain either things which are repeated in the announcements section or other irrelevant things. All users realy want is a simple page with a few bullet points, not too long explaining what is going on. They really don't want to bother reading anything else or anything longer.
